New Delhi, Feb 28 (PTI) Government today approved the proposal to ensure Rs 1,000 minimum monthly pension under a scheme of retirement fund body EPFO that would immediately benefit 28 lakh pensioners.
The decision to provide the entitlement under Employees’ Pension Scheme-95, run by the Employees’ Provident Fund Organisation, was taken by the Union Cabinet in its meeting held here.
The move will immediately benefit about 28 lakh pensioners including five lakh widows. There are 44 lakh pensioners.

Sub:- Fixation of pay of disabled/medically unfit running staff on being appointed against alternative (stationary) posts in revised (6th CPC) pay structure.

Reference Railway Board's letter No.E(NIG)1-96/RE-3/9(2) dated 29.04.1999 containing procedure for absorption of disabled/medically unfit Railway servant in alternative employment, framed pursuant to the enactment of Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act-1995.

2.  Consequent upon implementation of revised pay structure inter-alia involving merger of various pre-revised scales and comprising running Pay Bands & Grade Pay based on recommendations of 6th Central Pay Commission, a question has arisen regarding methodology for fixation of pay of medically unfit running staff on being posted/appointed against stationary posts. The matter has, accordingly, been considered by the Ministry of Railways (Railway Board) and based on the recommendations of a Committee constituted for the purpose, it has been decided that while determining pay in Pay Band for the purpose of fixation of pay of medically unfit running staff in alternative (stationary) post, an amount equal to such percentage of basic pay (pay in Pay Band + Grade Pay) representing pay element of running allowance as may be in force from time to time may be added to the existing pay in Pay Band and resultant figure (ignoring the fraction of rupee, if any)rounded off to the next multiple of 10, would be the pay in the Pay Band in the alternative post with no change in the Grade Pay of substantive post, in suitable alternative post. An illustration in this regard is enclosed as Annexure-I.


3. For this purpose, Para 1307 and 1308 of Indian Railway Establishment Manual, Volume-I, (Revised Edition-1989) First Re-print Edition-2009 may be amended as per Advance Correction Slip No.224 enclosed as Annexure-II.

Railway Board has issued order to pay the bonus - 2011-12 to their employees through Cash / ECS as per salary mode but local Divisional / Zonal Authority violated order and released bonus by cash without considering employees salary mode in most of Indian Railways , zones and  div. which is clearly indicates mismanagement in administrative section. All the railways employees has to be realize.... the back forces... which has acted in tune behind.. Nothing but money looting is back ground of this act. All must protest severally on all level.

As per railway board letter number--no.E(W)2007/PS 5-1/9 new delhi  DATED-26-03-2012   .CONSEQUENT UPON THE DECISION OF THE BOARD TO ENHENCE THE PERIOD OF ADVANCE RESERVATION FRON 90 DAYS TO 120 DAYS VIDE COMMERCIAL CIRCULAR NO- 12 OF DATED 06-03-2012, THE ISSUE REGARDING ENHENCEING THE VALIDITY PERIOD OF PASSES AND PTO"S WAS UNDER EXAMINATION IN BOARD OFFICE WITH A VIEW TO FACILITET SECURING CONFIRMED RESERVATION ON SUCH PASSES AND PTO"s .After careful consideration by board , it has been decided that the validity of full/half sets of privilege /post retirement complimentary/widows passes and PTOs shall be one month more than the advance reservation period, in general.Hence the validity of passes/PTOs shall be five months instead of four months

Government has removed the minimum age bar for claiming educational allowance and hostel subsidy for their children. Earlier to avail the benefits the children have to be five year of above. The development fee paid to the school can also be reimbursed against tuition charges paid by them to schools.

"The Finance Ministry has given its nod and a circular in this regard has been issued to all departments," an official of the Department of Personnel and Training (DoPT) said.


For the "development fee/parents' contribution charged by the school/institution in lieu of tuition fee to be reimbursed, the government employee will have to certify to the effect that tuition fee has not been charged by the school/institution".

It is also clarified that reimbursement of school bags, pens/pencils, etc may not be allowed.

The undersigned is directed to say that a number of references and queries have been received in this Directorate from various Circles seeking clarifications in respect of increase of various allowances consequent upon increase in the Dearness Allowance beyond 50% w.e.f. 1st January, 2011. The issue has been examined in consultation with Ministry of Finance (Department of Expenditure). It may be recalled that, on implementation of the recommendations of the 6th Central Pay Commission, necessary orders in respect of various allowances and certain advances were issued by the Government. Some of these orders inter alia stipulated that such Allowances/advances shall automatically increase by 25% whenever Dearness Allowance goes up by 50%.





2. It is, therefore, clarified that such orders in respect of the allowances and advances, which provide for their automatic  increase by 25% whenever Dearness Allowance goes up by 50%, do not require further confirmation/clarification for complying with the said stipulations.



3. However, such Allowances and Advances are mentioned below for ready reference of all concerned :

                  Instructions have been issued vide para-1(I) of this office letter of even number dated 14-02-2007 permitting travel in Graib Rath Express Trains by serving/retired railway servants/individuals on all passes valid for travel in 1st AC / 2AC / 3AC / Chair Car issued as per provisions of Railway Servants (Pass) Rules,1986 (Second Edition1993). Facility of attendant is, however, not permitted in these trains.


2. On a demand raised by AIRF at the PNM forum, a proposal has been under consideration of Board for allowing 2nd cl-ass pass for travel in Garib Rath Express Trains.


3. The matter has been examined and it has been decided by Board that serving / retired railway servants / individuals may also be allowed to travel in Garib Rath Exp. trains on "2nd / Sleeper cl-ass Pass" issued under Railway Servants (Pass) Rules,1986 (Second Edition 1993) on payment of difference of fare between the cl-ass of actual travel of Garib Rath Exp. trains and the Sleeper cl-ass of Express trains for the distance travelled.

NOW SC/ST QUOTA FOR RAILWAY CONTRACT ALSO!

NEW DELHI: A parliamentary panel has recommended introducing reservation for SC/ST entrepreneurs in award of major catering contracts in Railways.


The committee on welfare of Scheduled Castes and Scheduled Tribes in its latest report has noted that the Railway Ministry have "underestimated" the capability of SC and ST whereas there is no dearth of SC/ST businessmen who may like to invest in catering services in railways.


The panel has opined that if reservation is provided in award of major catering contracts, many SC/ST entrepreneurs would be willing to make investments.


Recommending reservation in award of major catering contracts, the 30-member committee headed by TMC MP Gobinda Chandra Naskar, has stated that such an effort would definitely empower them socially as well as economically.


So a certain quota of contracts should be earmarked exclusively for SC/ST, the panel recommended.


The committee observed that despite its earlier recommendation to make provision for inclusion of SC/ST member in the Railway Board, it has been found they are indifferent and not willing to act when it comes to issues concerning the welfare of SC/STs.


The committee has therefore urged the government to initiate action to make specific provisions to include SC/ST members on the Board by amending the existing rules and guidelines governing appointments to the Board.
