A peculiar situation has arisen at
Rail Bhawan. All nine top contenders have been eliminated from the race for
Chairman of the Railway Board for one reason or the other in just four months.
The latest to go is acting Chairman
Arunendra Kumar, whose name the Central Vigilance Commission (CVC) has not
recommended for regularisation, even as the Rail Bhawan corridors were abuzz
with the doings and undoings in the higher echelons of the Railway Ministry
after North Frontier Railway General Manager R.S. Virdi was eased out of the
race.
Highly placed sources said the CVC
had recommended the names of only Kolkata Metro General Manager Radhey Shyam,
who is also in charge of South Eastern Railway, and South Western Railway
General Manager A.K. Mittal for the top post. The CVC recommended a CBI probe
against the acting Chairman.
Mr. A.K. Mittal, however, faces a
problem: the outgoing Chairman, Vinay Mittal, issued a confidential letter, in
which he said his performance was not up to the mark.
The first to get eliminated was the
Member (Staff), Mahesh Kumar, after his arrest in a bribery scam. The Member
(Electrical), Kul Bhushan, the senior-most member of the Board, was named in a
preliminary inquiry by the CBI.
Northern Railway General Manager
V.K. Gupta, too, is no more in the reckoning as his name figures in the
conversations taped by the CBI in the bribery case. He is facing other charges
also.
Three others do not fulfil the
criteria prescribed for the post: completion of one year as zonal general
manager and two years of residual service. As a matter of fact, Mr. Virdi was
on the top of the list, fulfilling these criteria, but his prospects were
affected by minor penalties recommended against him by the CVC in a 10-year-old
case, though the watchdog cleared his name for promotion as Member (Electrical)
in February.
The CVC’s action has surprised most
officers, with Federation of Railway Officers Association secretary-general
Shubhranshu writing to Railway Minister Mallikarjun Kharge and the CVC, urging
that the decision be reconsidered because it would affect the performance of
the Railways.
Mr. Virdi has formally protested the
CVC’s recommendation, writing a letter to Mr. Kharge, in which he said: “The
timing of the case is clearly designed to stall my chances.”
The post fell vacant after the
retirement of Mr. Vinay Mittal on June 30. Member (Mechanical) Arunendra Kumar
has been given additional charge of Chairman for three months.
Mr. Virdi has charged the acting
Chairman with “machination” to reopen the case with the sole objective of
preventing him from becoming Chairman.
He pointed out that the case,
pertaining to the trial of perfume dispensers and a disinfectant dispenser, was
closed by the CBI, and the CVC suggested systemic improvements. He asserted
that his name had never figured in the probe.
In his letter to the Railway
Minister on Thursday, Mr. Shubhranshu maintained that victimisation of this
nature would affect induction of technology in the Railways.
Mr. Shubhranshu, who has sent copies
of the letter to both the CBI and the CVC, maintained that the CVC’s action
violated the rules as it had not sought any explanation from Mr. Virdi and two
retired members, who too had been proceeded against. He warned that such an
action would result in witch-hunt.
The CVC has directed the Railways to
find means of acting against two retired members — P.N. Garg and S. Dhasarathy
— knowing well that rules did not permit action against those who had been in
retirement for more than four years. Officers alleged that the attempt was to
sully their names in a bid to get at Mr. Virdi. They maintained that Mr. Garg
was so shocked by the news that he suffered brain haemorrhage and was in a
critical condition.

Mahesh Kumar was accused of paying Singla Rs 90 lakh to
get a lucrative position as Railway Board Member
(Electrical). The money was caught in Chandigarh, which led
to a spate of raids in Delhi, Mumbai, Chandigarh and
Bangalore and the subsequent arrests.
Mahesh Kumar was made the Railway Board Member (Staff)
only on Thursday.
Prior to that, he was the GM, Western
Railways. Kumar also has a
Guinness World Record in his
name for commissioning the world's 'Largest Route Relay
Interlocking' at Old Delhi Railway Station in the shortest
possible time of 36
hours and he is the only officer from the Indian Railway to
have achieved this.
In an operation kept under wraps, CBI kept a tab on Mahesh
Kumar's movements and phone calls and swooped down on
Singla at the time of bribe payment.
Mahesh
Kumar's conduit was a person called Manjunath who
too was arrested.
Another person arrested by the CBI was
Sandip Goyal who allegedly
assisted in brokering the deal.
A case has been registered
against Vijay Singla, Mahesh
Kumar and the other two under various
sections of the
Prevention of Corruption Act and IPC.

Guard held for theft in train

UJJAIN: Three persons including a railway guard were held on charge of stealing valuables from the train passengers. According toGovernment Railway Police (GRP)
officials, a laptop, camera and mobile phones of some passengers were
stolen from AC coach in Jabalpur- Somnath express train last week
between Ratlam and Nagda.
The police during investigation found that Gulshan, son ofDevkumar Sareen,
resident of Sethinagar in Ujjain, who is employed as a guard with the
assistance of accomplices Nilesh kadam and Munna alias Bhuria had
committed the theft. The police arrested the trio and recovered the
stolen goods.
More incidents could be solved with the nabbing of the gang,
police hoped. Gulshan had got the job on compensatory ground after the demise of his father.

MEDICAL OFFICER LANDS IN TRAP

The railway vigilence sleuth on friday booked Gooty railway hospital medical officer Dr.B.Suresh while accepting a bribe of Rs.500/-.Following the complaint from the local railway employee, a team led by chief vigilance inspector G.Chandrababu from Secunderabad , laid a trap for the medical officer.As per the plan they sent Masoom saheb , a khalasi working in karnool railway station, to the medical officer on the pretext of asking for the sanction of medical leave.
Masoom gave Rs.500/- when Dr.suresh asked for a bribe to sanction the leave . Vigilance sleuths , who were waiting on the door side , caught the medical officer red handed with cash .They also seised Rs.1300/- from the doctor , who collected from other patients.

No human error in Mumbai local

The freak accident here in which two local trains
collided head-on on Saturday night occurred after two
chain-pulling incidents in a train forced the driver
make an unscheduled halt, according to preliminary
investigation by the railway authorities.
Official sources said an inquiry by the Commissioner of
Railway Safety would throw light on the causes of the
accident. But the authorities have discounted human
error as the reason.
125 trains cancelled
Six persons were injured in the accident at Andheri at
11.10 p.m. in which three coaches derailed. Train
schedules went haywire on the western line for some
time. The official sources said 125 trains were cancelled
and 160 delayed till Sunday evening. Trains were
running late by at least 15 minutes.
“After the accident, only the two lines on which the
accident occurred, were blocked. One of the lines was
held up by the public. Normal traffic resumed
immediately on the other lines. At 6.10 a.m. on
Sunday, these two lines too were normalised before the
peak hour started,” Sandeep Silas, Divisional Railway
Manager, Western Railway, told The Hindu.
The official sources said a major tragedy was averted as
one of the drivers showed presence of mind and applied
the brakes immediately. “Thankfully, the trains were
not running at very high speed,” an official said. The
driver of a train hit the brakes when the two trains
were around nine km away.
Some passengers pulled the chain on the Churchgate-
bound local around 10.53 p.m. The driver halted the
train and restarted. Again, some passengers pulled the
chain. This time, the driver stopped a little ahead of the
signal. Effectively, most of the coaches of the train were
behind the signal, but the engine moved ahead.
According to the rules, a route can be sent for cross-
movement if the driver has cleared the signal. “There is
eight to 13 metres overlap after the signal. If he stops
within it, there is no indication that the train has
stopped,” a senior officer said.

Railway staff blamed for Hampi Express accident
The Commissioner of Railway Safety (Southern Circle), who conducted an
inquiry into the May 22 Hampi Express accident at Penukonda, has
concluded that the incident was due to the failure of railway staff.
A release from the PIB on Tuesday said the CRS, S.K. Mittal, conducted
the statutory inquiry into the accident in which 25 people were killed.
The findings are in active consideration of the Union government.

NEW DELHI: The next time you board a train, spare a thought for its driver. He could well be doing duty for the past 15 nights.
Ironically, there is no upper limit in the railwaysrulebook on the number of night duties to be done by the engine crew despite data from major rail accidents pointing to the fact that most mishaps take place between early night and late morning.
The weekly rest provisions for locomotive drivers are vague. These talk of giving drivers a 30-hour rest four times or 22-hour rest five times in a calendar month. But the provisions are silent on the gap between two rests.
Faced with a severe staff shortage, coupled with the fact that most trains run also during night hours, railways is being forced to put most of its drivers on night duty for long periods.
As of now, around 60,000 loco drivers are running more than 19,000 trains as there is a 20% vacancy in the 82,000 sanctioned posts.
The dangers of such a situation are obvious. Considering that the lives of lakhs of passengers who travel by the railways every day is in the hands of these loco drivers, their remaining alert at all times is crucial. That can hardly be expected if they are fatigued and sleep deprived. Safety apart, there is the issue of the right of the loco drivers to decent working conditions. Surely the government that lays down labour norms for all should at the very least ensure that its own entities provide decent working conditions. Clearly, the vacancies need to be filled, the sooner the better.
Ironically, there is no upper limit in the railwaysrulebook on the number of night duties to be done by the engine crew despite data from major rail accidents pointing to the fact that most mishaps take place between early night and late morning.
The weekly rest provisions for locomotive drivers are vague. These talk of giving drivers a 30-hour rest four times or 22-hour rest five times in a calendar month. But the provisions are silent on the gap between two rests.
Faced with a severe staff shortage, coupled with the fact that most trains run also during night hours, railways is being forced to put most of its drivers on night duty for long periods.
As of now, around 60,000 loco drivers are running more than 19,000 trains as there is a 20% vacancy in the 82,000 sanctioned posts.

Reduce working hours of loco pilots: MP

Acharia, MP, on Wednesday stressed the need to reduce the working hours
of loco pilots in view of the fatigue factor. This and the grant of a
weekly holiday for them will help improve the efficiency of Indian
Railways, he said.
Inaugurating
a two-day 19th biennial conference of All India Loco Running Staff
Association (AILRSA) at the Jnana Jyothi Auditorium here, he said that
fatigue level among loco pilots was increasing by the day and
resultantly their efficiency was coming down. But instead of blaming the
mechanism responsible for that, loco pilots were being blamed and victimized, he regretted.
The Railways disbanded a grievance-redress
committee formed in 1973. The committee was formed after a protracted
battle by the loco pilots. Though the committee had agreed to reduce the
duty hours to 10 hours, the Union Government went back on the promise,
he said.
On
the crisis in the Indian Railways, he criticized the apathy of the
Railway Ministry in filling vacant posts and noted that stress on the
engine crew could be brought down, if vacancies were filled and priority
accorded to safety. The Railways had downsized its personnel by 3.50
lakh and there had been no increase in staff strength in the last 10
years, he added.

parking lot at the railway station.Hoping to destroy evidence ,
chatterji swallowed notes amounting to Rs.2000/- , but the CBI team
seised the remaining Rs.1000/- chemical coated note.

An accountant of KCP cement at macherala in GUNTUR district Mr.A.Umamaheswar Rao on Sunday lodged a complaint with the vizag railway police that his gold oranament weighing nearly 70 gms were stolen from his bag while travelling in the simhadri express on saterday evening.
The railway circle inspector Mr.Murali said that they received the complaint and were investigating the case.According to the complaint Mr. Rao boarded the train along with his wife and daughter to attend a function at his relative house in Pendurty in the city limit . When the train left Rajmundry station they saw a 40 year old man roaming suspiciously in the train . They got off the train at the VIZAG station on saturday evening and left the station for pendurty in the city bus.
On Sunday morning , Mr.Rao found the ornament missing . He lodged the complaint , with the man he saw at Rajamundry station as the prime suspect.
On this contest , it is advisable to be careful and conscious during journey by train .keep your luggage in your control and security.

The government railway police on Tuesday found a gunny bag , with explosive meterial in the Tirupati - Guntakal passenger train here.According to details , a woman on cleaning duty found an abanded gunny bag in S9 coach. She informe the railway official immediately. The RPF circle Inspector Madhav GRP sub- Inspector Narsingappa and 2 town sub Inspector Viswanath chaudhary , who rush to the compartment found sulpher packet rolled like country made bomb in the gunny bag.They said that the bag did not contain iron or glass pieces.Later they dipped the bag in water to defuse it.

(Anantapur)-A tractor collided with the Guntur- Yesvanthpur passenger at
near Pamidi railway station on Monday (02-04-2012).However there was no
causality. The mishape occured at 11 am when the tractor driver
venkataramudu did not pay the attention to the running train and tried
to croos the track. The tractor engine was dragged to some distance
before the train loco pilot applied brake.The tractor was totaly

नई दिल्ली. मंडावली में रविवार सुबह कूड़ा बीनने वाले 10 वर्षीय एक बच्चे ने रेल हादसा होने से बचा लिया। उसने टूटी हुई पटरी को देखकर तुरंत रेलवे कर्मचारियों को सूचना दी, जिसके बाद आने वाली सभी गाड़ियों को टूटी हुई लाइन से पहले ही रोक दिया गया। इससे लगभग नौ गाड़ियां प्रभावित हुईं। सबसे ज्यादां पटना राजधानी को 55 मिनट तक रुके रहना पड़ा।
घटना सुबह सात बजकर 20 मिनट की है। मंडावली रेलवे स्टेशन के पास रेलवे लाइन पर अक्सर कूड़ा बीनने के लिए आने वाला 10 वर्षीय दीपक जब यहां पहुंचा तो रेलवे लाइन पर एक ट्रेन तेजी से गुजर रही थी। दीपक ने देखा कि लाइन पर एक स्थान से जब-जब पहिया गुजर रहा है तब-तब चिंगारियां उठ रही हैं।
वह कुछ समझ पाता इससे पहले यह ट्रेन गुजर गई। इसके बाद वह नीचे उतरा और लाइन पर पहुंचा। यहां उसने टूटी हुई लाइन देखी और कुछ सोचने के बाद तुरंत दौड़ कर इलेक्ट्रिक सिग्नल मेंटेनर (ईएसएम) दौलत सिंह के पास पहुंचकर इस संबंध में जानकारी दी।
ईएसएम ने बुकिंग क्लर्क सुरेंद्र को लाइन टूटे होने की सूचना मिलने की बात कही। दौलत सिंह व सुरेन्द्र उस तरफ भागे, जहां लाइन टूटी हुई थी। यह देखकर एक बार तो इन दोनों के भी होश उड़ गए, क्योंकि पटना राजधानी तेजी से दौड़ी चली आ रही थी।
गनीमत यह रही कि दौलत सिंह ने लाल रंग का स्वेटर पहन रखा था। उसने जल्दी से स्वेटर उतारा और पटरी पर उतरकर उसे हवा में लहराने लगा। सवारियों से भरी पटना राजधानी इस कारण टूटी पटरी से पहले ही रुक गई। मौके पर पहुंचे स्टाफ ने देखा कि 3/25 व 326 जीएफ के बीच की पटरी तीन से चार ईंच तक टूटी हुई थी।
उन्होंने तुरंत पटरी की मरम्मत शुरू कर दी और इस दौरान पटना राजधानी को लगभग 55 मिनट तक रुके रहना पड़ा। इसके बाद आने वाली दो मेल, एक राजधानी व पांच पैसेंजर ट्रेन भी रोकी गई, जिन्हें पटरी ठीक होने के बाद रवाना किया गया।
हालांकि नॉर्दर्न रेलवे के सीनियर प्रवक्ता वाईएस राजपूत ने पटरी में मिले क्रेक को ज्यादा गंभीर नहीं बताया है। उनका कहना है कि निश्चित ही रेल लाइन टूटी थी, लेकिन मौसम के कारण इस तरह के क्रेक होते रहते हैं। मगर खतरे का अंदाजा इसी से लगाया जा सकता है कि देर शाम तक पूरी पटरी को ही बदलना पड़ गया।
बच्चा दीपक: को किया जाएगा सम्मानित रेलवे प्रवक्ता वाईएस राजपूत के मुताबिक टूटी हुई पटरी की जानकारी देने वाले बच्चे को सम्मानित करने के लिए अधिकारियों से बात की जा रही है। मंडा वली इलाके में ही रहने वाले दीपक के पिता दलीप पीओपी की काम करके रोजी-रोटी चलते हैं, जबकि दीपक भी कूड़ा बीनकर अपने गरीब परिवार की रोजी-रोटी जुटाने में मदद करता है। वह कूड़ा बीनने पहुंचा तो सुबह 7:20 बजे श्रमजीवी एक्सप्रेस ट्रेन गुजरने के दौरान लाइन से चिंगारियां उठते हुए देखी थीं।

Off-duty gateman died trying to prevent train collision
Purnendu showed exemplary courage, says Railway Board Chairman
The only person who died in the train collision at the Phulia station of West Bengal's Nadia district on Saturday evening was the gateman of a nearby level crossing. He was run over trying to prevent the accident.
A resident of Govindpur area, Purnendu Mondal regularly took the Shantipur-bound local train back home. He had just been relieved of his duty and was about to board the train when he saw the Sealdah-bound local coming from the opposite direction on the same track.
Instead of running for his life, he tried to stop the train and was crushed under the wheels. He died on the spot.
“Purnendu showed exemplary courage and we will extend all support to his family,” said Railway Board Chairman Vinay Mittal, acknowledging the sacrifice of the young gateman, after he rushed to the site.
The accident also left 27 people injured.
The family members of the gateman have been given a compensation of Rs. 5 lakh and Rs. 50,000 each has been given to all the injured, a press release from Eastern Railway said.
Preliminary inquiry
“An independent inquiry has been ordered by the Commissioner of Railway Safety. Since it is a small station we expect the preliminary inquiry report in 15-20 days,” he said.
After inspecting the signalling system and talking to the railway staff at the station, Mr. Mittal told reporters that no fault had been detected.
He directed railway officials to use sand dumps near the station to reduce the speed of trains entering the platform.
Preliminary reports by officials pointed out that the driver of the Sealdah-bound local ignored the signal and rammed the Shantipur-bound local standing on platform number two.
Mr. Mittal said that since the driver of the Sealdah train is suffering from trauma, he has not been questioned so far.
“Most of the passengers were already off the stationary train while the train entering the platform was also running at low speed,” said Madhav Sarkar a tea stall owner at the station.
The driver of the Shantipur train ran away seeing another train approach on the same track. Angry locals ransacked the cabin room and also assaulted the railway staff.
Train services on the Sealdah-Shantipur section resumed after 6.12 a.m. but the mangled debris of the coaches were removed from the station only after 8 a.m. The accident has also caused significant damage to the platform and the railway track.
In a similar incident, passengers had a close shave in July last year in Malda district when the Bengaluru-bound Guwahati-Bengaluru Express was hit by the Azimganj-Malda Town Passenger. There were no casualties.

इस सुविधा का नाम है ‘मुश्किल आसान’ और रेलवे इसे देश के कई हिस्सों में लागू करती जा रही है। इसके तहत रेलवे ने रिजर्वेशन सेंटरों से दूर दराज के इलाकों में अपने मोबाइल वैन भेजकर रिजर्वेशन की सुविधा देना शुरू कर दिया है। ये वैन टिकट मशीन, कंप्यूटरों तथा वाई फाई से लैस होंगे। इनके जरिये कहीं का टिकट कटाना बेहद आसान होगा। यात्री इन वैन के जरिये न केवल रिजर्वेशन करा सकेंगे बल्कि साधारण टिकट भी कटा सकेंगे। ये वैन शहर या कस्बे के किसी भी सुविधाजनक जगह पर खड़े हो जाएंगे जहां लोग आसानी से आ सकें।
ये वैन उन इलाकों में जाया करेंगे जहां आरक्षण केन्द्र या टिकट सेंटर नहीं होंगे। इससे उन लोगों को आसानी होगी जो टिकट कटाने दूर नहीं जा सकते। बुजुर्गों-महिलाओं के लिए यह सुविधा काफी सहूलियत भरी है।

Reang militants kidnap train drivers on Assam-Mizo border

SILCHAR: Suspected Bru ( Reang) militants kidnapped a driver Tarun Kumar Bhattacharjee (50) and his assistant S K Sharma (48) of Badarpur (Assam)-Bhairavi (Mizoram) passenger train, under Northeast Frontier Railway (NFR), from Charaibak, in Assam's Haialakandi district on Thursday night.
An NFR official said assistant driver Sharma managed to flee from the militants' captivity in the
wee hours of Friday, however, and was admitted to Bhairavi government hospital in Mizoram.
Upon hearing of the kidnapping, wife of the kidnapped driver Tarun, a Badarpur resident, fainted and was admitted to the local railway hospital, sources said.
According to a senior official, when the Bhairavi-bound passenger train from Badarpur reached Charaibak near Assam-Mizoram border at 9.30 pm on Thursday, a group of about six suspected militants, in camouflage, carrying sophisticated arms, stopped the train and jumped into the driver's cabin in the engine. The militants whisked away the driver and his assistant at gunpoint towards the jungles near Assam-Mizoram border, about 80 kms from Badarpur.
Soon after the incident, Sibul Das, the guard of the passenger train, traveling in the guard van at the tail end of the train, contacted the NFR authorities at Maligaon, after which a special security train carrying a contingent of police and CRPF, belonging to 147 battalion, led by superintendent of Hailakandi police Hemanta Kumar Bhattacharjee, rushed to the place and launched a hunt for the kidnapped drivers. Sources said Assam police have sought co-operation from their Mizoram counterparts in the operation against the kidnappers.
Bhattacharjee said four people have been arrested in connection with the abduction and hoped the driver would be rescued soon. The SP said Bru (Reang) militant outfit, United Democratic Liberation Army (UDLA), is behind the kidnapping.
All the police and security outposts along the Assam-Mizoram border have been alerted so that the miscreants can't sneak into Mizoram, Bhattacharjee said.
Assistant driver Sharma managed to flee from the captivity of the kidnappers early on Friday and reported to Bhairavi police station in Mizoram, following the long tracking through the jungles. Sharma, severely wounded, reportedly due to the harassment meted out at the hands of the kidnappers, received treatment at Bhairavi government hospital and was discharged, an official said. The Hailakandi SP has reached Bhairavi to seek Sharma's statement.
Meanwhile, train services in southern Assam, Tripura, Mizoram and Manipur have come to a standstill due to casework by railway men and their wives, in protest against the kidnapping, seeking rescue of the kidnapped driver and tightening of security. Leaders of NF Railway Mazdoor Union and NF Railway Employees Union said they will not join work until the kidnapped driver is rescued and security is tightened.
Authorities had to cancel the service of all the trains as drivers and other railway staff, agitating on the tracks of Badarpur, abstained from joining duty since Thursday night, causing much harassment to the passengers of the region. The Badarpur-Bhairavi train is also stranded at the place of the incident. Functioning of the railway offices in Badarpur was also hit by the agitation.

Vigilance control device installed in locos
In a major step aimed at enhancing rail safety and preventing accidents, Southern Railway authorities have embarked on the task of installing Vigilance Control Device (VCD) in all non-micro processor controlled ‘Alco' type diesel locomotives.
The micro controller based multi-resetting stand alone VCD is a safety device that will keep the Loco Pilots in a state of high alert throughout the journey. The VCD have so far been fitted in 16 out of the 40 diesel locomotives housed in the Diesel Loco Shed, Tiruchi. They are being installed in locos hauling mail and express trains. Eighty four VCDs have till now been distributed to the Southern Railway Zone.
Connected to the electrical power supply and air brake systems in the engine, the VCD installed right front of the Loco Pilot provides cyclic alert to the driver once in 60 seconds and applies penalty brakes in the 95{+t}{+h}second if the pre-defined warnings are ignored by the Loco Pilot, railway officials here told The Hindu .
Railway officials say a loco pilot carries out any one of the operations such as pressing the horn button; application of formation brake; increasing or decreasing the level of dynamic brake; changing the notch position and throttle; operation of sanding valves and pressing the VCD reset switch while on journey. Explaining the functioning of the VCD, railway officials say the LED lamp in the safety device would start blinking after 60 seconds if the driver remains idle without performing any of the above operations.
The LED lamp would keep blinking for 17 seconds to alert the driver. If the Loco Pilot fails to perform any of these operations or acknowledge the VCD warning, the device would then give a buzzer sound for the next 17 seconds to caution the driver.
If the warnings are still ignored, the VCD will apply penalty brakes. The DMR (Dead Man Relay) valve is de-energised to reduce the engine speed to idle and the governor cuts off fuel supply leading to the stoppage of the entire formation.
The penalty brakes can be released only after 34 seconds of time and the throttle handle should be brought to idle, says a senior railway official. The VCD automatically resets the alerting cycle when the pre-defined locomotive operations are on or when the reset switch of the device is pressed, the official added.

The first ever air conditioned double-decker train is likely to be launched shortly on the Howrah-Dhanbad route as it has obtained all necessary clearances from the Chief Commissioner Railway Safety (CCRS) after successful trial runs.
"The problems encountered during trial runs like coaches touching the edge of the platform have been sorted out and the Howrah-Dhanbad AC double-decker train with eight coaches would be flagged off soon," said a senior Railway Ministry official. The train will have complete sitting accommodation with each coach having a capacity of 128 passengers as compared to 78 passengers in Shatabdi chair cars, thus increasing the sitting space by almost 70 per cent. Though the AC double-decker coaches are designed to run between 130 km and 160 km per hour, CCRS clearance has been given to run the train between 100 km and 110 km per hour. While the width of normal coach is 3,245 MM, AC double- decker coach has 3,135 MM width. "The kinetic profile of double-decker coaches were infringing upon certain platforms during the initial trial runs. That is why those platforms were being modified on Howrah-Dhanbad route," he said. The official added that railways conducted successful trial runs after the modification of platforms and space for the two decks has been generated by optimally using the well space between the two bogies. The fare structure and timings of the first AC double-decker train are being worked out, he said. |

Reservation for Ex-Servicemen
There is no provision for earmarking of posts exclusively for ex- servicemen therefore the data on the actual number of reserved posts and unfilled vacancies earmarked for the Ex-servicemen are not maintained. However, percentagewise reservations ranging from 10 to 24.5% of the total available vacancies in Group C & D posts in Government jobs and Public Sector Undertakings have been provided for the willing and eligible Ex- servicemen.
It is the responsibility of concerned organization to fill the vacant posts. However the government endeavours to explore every possible avenue for increasing employment opportunities for the Ex-servicemen through various initiatives including trainings and awareness program mes. Moreover, the State Governments have also been advised to fill up the vacancies reserved for Ex-servicemen expeditiously. Since the Department of Ex-servicemen Welfare has no mandate to monitor the job reservations for Ex-servicemen, the matter has been taken up with Cabinet Secretariat in consultation with Department of Personnel & Training to empower Department of Ex-servicemen Welfare to monitor the same through appropriate changes in relevant rules.
